มาบตาพุด : เขตสังเวยสารพิษ
อุบัติภัยอุตสาหกรรมที่นิคมอุตสาหกรรมมาบตาพุดไม่ใช่เรื่องใหม่ ตลอดระยะเวลากว่า 40 ปีที่ผ่านมาของการพัฒนาอุตสาหกรรมของไทย เหตุโรงงานผลิตยางสังเคราะห์ ของบริษัทกรุงเทพซินธิติกส์ระเบิดในวันที่ 5 พฤษภาคม ที่ผ่านมานั้น อาจเป็นเหตุครั้งร้ายแรงครั้งหนึ่งในบรรดาอุบัติภัยจากอุตสาหกรรมร้ายแรงที่เคยเกิดขึ้นที่นั่น ถ้าจำไม่ผิด หน่วยงานรัฐที่เกี่ยวข้องกำลังมีการจัดทำโครงการนำร่องเกี่ยวกับระบบทะเบียนว่าด้วยการใช้สารพิษและการปล่อยสารพิษออกสู่สิ่งแวดล้อมซึ่งพัฒนามาจากแนวทางของ USEPA ของสหรัฐฯ (Toxic Release Inventory) และ Pollutant Release and Transfer Register(PRTR) ที่ริเริ่มภายใต้กรอบของ UN นอกจากนี้ ยังมีการริเริ่มเกี่ยวกับการสื่อสารเรื่องความเสี่ยง (Risk Communications) ของภัยพิบัติอุตสาหกรรมด้วย เหตุระเบิดที่โรงงาน BST น่าจะเป็นบททดสอบชั้นดีให้หน่วยงานที่เกี่ยวข้องนับตั้งแต่เทศบาลมาบตาพุด การนิคมอุตสาหกรรม ผู้ราชการจังหวัด กรมควบคุมมลพิษ กรมโรงงานอุตสาหกรรม ไปจนถึงนายกรัฐมนตรี ทำการสื่อสารสาธารณะในกรณีนี้ และเข้าใจว่าเราคงน่าจะได้ยินข้อมูลอันหลายหลากหลายและไม่ตรงกันอยู่พอสมควรถึงมากที่สุด ที่น่ายกย่องคือองค์กรเล็ก ๆ ที่ชื่อ มูลนิธิบูรณะนิเวศ(EARTH) ที่ทำงานเกาะติดเรื่องมาบตาพุดมายาวนานโดยเฉพาะในด้านที่เกี่ยวข้องโดยกับสารพิษภาคอุตสาหกรรม ก็ได้ทำรายงานข้อมูลชุดแรกออกมาสู่สาธารณะโดยใช้ฐานข้อมูลที่มีอยู่ประกอบข้อมูลจากแหล่งต่าง ๆ ให้ทราบถึงว่า โรงงานที่ระเบิดคืออะไร ผลิตอะไร สารเคมีที่ใช้ในโรงงานมีอะไรบ้าง และผลผลิตที่เกิดจากการระเบิดในแง่ของประเภทและความเป็นพิษของมัน อย่างน้อยที่สุดก็เป็นข้อมูลน่าเชื่อถือชุดแรก ในบรรดาข้อมูล “ปากต่อปาก” […]
