From the River of Contentment to a Coal Town

ชื่อ "แม่เมาะ" มาจากคำว่า "น้ำแม่เหมาะ" — แม่น้ำสายที่พระภิกษุรูปหนึ่งพบระหว่างธุดงค์และบอกว่า "เหมาะ" แก่การตั้งถิ่นฐาน ชุมชนคนพื้นเมือง รวมทั้งกลุ่มผสมพม่าและเงี้ยว ปักหลักที่นี่มานับพันปี พึ่งพาป่า เกษตรกรรม และระบบเครือญาติที่เหนียวแน่น

The name "Mae Moh" derives from "Nam Mae Mo" — a river discovered by a wandering monk who declared it "fitting" for settlement. Indigenous communities, including Shan and Burmese-mixed groups, had rooted here for a millennium, sustained by forests, agriculture, and tight kinship networks.

Then in 1955, lignite coal was discovered beneath the soil. Mae Moh's world changed forever.

The lignite mining operation begins at Mae Moh with an initial rate of about 22,000 tonnes per year. To date, with an area covering 9,100 acres, Mae Moh is currently the largest open-cast lignite mine in Southeast Asia. According to the Electricity Generating Authority of Thailand (EGAT), by 2035 it may be the deepest open-cast lignite mine in Southeast Asia with a depth of 400-450 meters and, with a final depth of about 600 meters, Mae Moh mine will be the deepest open-cast lignite mine in the world.
1972
The Asian Development Bank (ADB) approves a loan of 23 Million USD to the Mae Moh coal plant project.
1975
The ADB approves another loan of 24.2 Million USD to the Mae Moh coal plant project.
1978
The Mae Moh coal plant starts operation with one unit of 75 Megawatts.
1979
The ADB approves a loan of 81.8 Million USD to Mae Moh coal plant Unit 4. The Export Development Canada (EDC) group finances Cdn$15,580,000 with the Bank of Montreal for the Mae Moh coal plant project (for the supply and installation of the third steam generating unit).
1980
The World Bank approves 72 Million USD to help finance the expansion of lignite output to 2.8 million tonnes per year and to support the growth of the Mae Moh power station to 375 MW.

Export Development Canada supports EGAT with Cdn$138,700,000 to continue involvement in the Mae Moh coal plant project.

The ADB approves a loan of 122.6 Million USD for Mae Moh coal plant Unit 8. The World Bank approves $59 million to raise lignite production to 5 million tonnes per year, increasing generation capacity at Mae Moh to 825 MW.

The ADB approves a loan of 34.8 Million USD for Mae Moh coal plant Unit 9.
1980s
The Australian Development Assistance Bureau (AIDAB) supports the Mae Moh lignite mine and its power plant project, funding the transfer of Australian technology to lignite production and providing consulting and engineering advice. Australian expenditure on the Mae Moh mine and power plant project totals 13 Million USD, with about 175 Million USD in trade benefits flowing to Australian industry over that time.
1992
The US EXIM Bank and the Export Development Canada support a 96.5 Million USD contract allowing the transnational ABB (Asea Brown Boveri) to supply equipment for the Mae Moh coal plant. In October 1992, the first sulphur dioxide (SO₂) episode occurs. Eleven units (total capacity of 2,025 Megawatts) of the Mae Moh coal plant have no SO₂ control. Observed hourly concentration of SO₂ reaches as high as 3,418 micrograms per cubic meter (the hourly ambient air quality standard for SO₂ is 780). People living in 40 villages around the coal plant complain to EGAT. Around 1,000 people suffer from respiratory illnesses, crops wither overnight, and livestock sicken and die. Mae Moh becomes one of the largest point sources of SO₂ pollution in Southeast Asia.
1993
A loan agreement from the Japan Overseas Economic Cooperation Fund (OECF) provides funding to install a Flue Gas Desulfurization (FGD) system for Mae Moh coal plant Units 8-11.
1994
Several government agencies, led by the College of Public Health at Chulalongkorn University, begin a four-year research project on the “Health Effect of Ambient Air Pollution Exposure in Mae Moh District, Lampang Province, Thailand, 1994-2000,” studying a cohort of 4,957 adults and 3,294 children interviewed annually about respiratory symptoms and illness.
1996
The Mae Moh coal plant reaches 13 units, together producing 2,625 Megawatts. Pollution problems recur in April and May 1996 when six villagers in the Mae Moh valley die of blood poisoning.
1998
Units 1-3 (225 Megawatts) of the Mae Moh coal plant are decommissioned. In August, a second SO₂ episode occurs because FGD systems are not installed in all units, and some installed systems are out of service or under maintenance. Severe SO₂ pollution damages crops, leaving hundreds sick and more than 600 local people suffering from respiratory problems; of 8,214 patients seen at EGAT mobile inspection clinics between January and June 1998, 3,463 were suffering from respiratory illness. The first lawsuit against a government entity over hardship caused by the Mae Moh mine and coal plant is launched by victims in the Mae Moh district.
2000
Results of the four-year study on air pollution and health impacts at Mae Moh indicate long-term health effects on residents surrounding the mine and power plant, with a risk of chronic cough three times higher than in areas without a major sulfur dioxide source — a risk that persists despite declining ambient SO₂ concentrations following FGD installation.
2001
The ADB approves a technical assistance loan totaling 500,000 USD to evaluate the environmental and health impacts of the Mae Moh coal plant.
2002
The Occupational Patients Rights Network of Mae Moh is established to lead a local campaign for environmental victims in the area. A study by the Greenpeace Research Laboratories finds that the Mae Moh coal plant produces 39 tons of the neurotoxin mercury annually while generating almost 4.4 million tons of fly ash every year.
2003
The Occupational Patients Rights Network of Mae Moh files three separate lawsuits at the Administrative Court of Chiang Mai Province against a government entity over health impacts caused by the Mae Moh mine and coal plant. High levels of arsenic, chromium, and manganese are found in almost all water sources around the Mae Moh mine and power plant by the Natural Resources and Environmental Policy and Planning Office.
2004
The Provincial Court of Lampang awards 142,500 USD to villagers for crop damage caused by the Mae Moh coal plant.
2005
EnLaw, a Thai legal advocacy group, together with the National Human Rights Commission, files a lawsuit against the government over the destruction of a unique freshwater snail fossil site, 13 million years old, found in the Mae Moh mining area. The Occupational Patients Rights Network of Mae Moh files another lawsuit against government agencies over non-compliance with environmental laws. The People Against Coal Network of Thailand is formed and disrupts the Coaltrans Conference in Lampang, calling for an immediate phase-out of coal and a massive uptake of renewable energy.
2006
An international anti-coal manifesto is launched in front of the venue of the Asia-Pacific Economic Cooperation's Clean Coal Conference in Lampang township; protests by communities swamp the event.

At its peak, Mae Moh supplied electricity to nearly half the country. Today (2025), its primary function has shifted — EGAT relies on cheap lignite to suppress the Ft tariff adjustment charge and reduce costly LNG imports.

But that "cheap" price excludes the health and environmental costs borne by Mae Moh's residents on behalf of the entire nation.

The state effectively uses Mae Moh's environment and public health as a cost base — subsidising the cost of living for the entire national population by keeping electricity prices artificially suppressed. These hidden costs have never appeared in Thailand's energy security accounting.

  Military VS Climate Security : The 2011 Budget Compareสถาบันนโยบายศึกษาในสหรัฐอเมริกา จัดทำรายงานประจำปีเรื่อง Military VS Climate Security : The 2011 Budget Compare" ออกมาเมื่อเร็วๆ นี้ เนื้่อหาในรายงานระบุว่า ตอนนี้กลาโหมของสหรัฐฯ รู้แล้วว่า การเปลี่ยนแปลงสภาพภูมิอากาศ(climate change) ถือเป็น "ตัวคูณของภัยคุกคามด้านความมั่นคง" หลักฐานประการหนึ่งคือ นับตั้งแต่ปี 2008 เป็นต้นมา งบประมาณของรัฐบาลสหรัฐฯ เองได้ถูกแบ่งสรรปันส่วนไปใช้ในเรื่องการจัดการกับเรื่องการเปลี่ยนแปลงสภาพภูมิอากาศมากขึ้น ตั้งแต่ปี 2008 และปี 2011 มีการจัดสรรงบโลกร้อนเพิ่มขึ้นเป็นมากกว่าสองเท่า (จาก 7.4 พันล้านเหรียญ เป็น 18.1 พันล้านเหรียญ) กล่าวอีกนัยหนึ่ง ในปี 2008 สหรัฐฯ นั้นใช้งบประมาณราว 94 เหรียญสหรัฐในด้านกลาโหม ต่อทุก ๆ 1 เหรียญสหรัฐที่ใช้ในด้านการจัดการเรื่องการเปลี่ยนแปลงสภาพภูมิอากาศ และในปี 2011 ใช้งบระมาณราว 41 เหรียญสหรัฐในด้านกลาโหม ต่อทุกๆ 1 เหรียญสหรัฐที่ใช้ในด้านการจัดการเรื่องการเปลี่ยนแปลงสภาพภูมิอากาศ แต่สิ่งที่น่าสนใจก็คือ การเปลี่ยนผ่านของการใช้งบประมาณดังกล่าวนี้ มิได้ทำให้การลงทุนเพื่อทำให้เกิดความมั่นคงด้านสภาพภูมิอากาศมากนักเมื่อเทียบกับขนาดของภัยคุกคามของการเปี่ลยนแปลงสภาพภูมิอากาศที่เกิดขึ้นและรออยู่ข้างหน้า ยิ่งไปกว่านั้น รายงานนี้ยังได้เปรียบเทียบกรณีศึกษาประเทศจีนว่ามีความก้าวหน้ามากกว่าสหรัฐอเมริกาในเรื่องนี้มาก รายงานระบุว่า ถึงแม้การใช้จ่ายทางการทหารของจีนจะไม่โปร่งใสไปเสียทั้งหมด แต่จีนนั้นใช้งบประมาณ 2-3 เหรียญสหรัฐในด้านกลาโหม ต่อทุก ๆ 1 เหรียญสหรัฐที่ใช้ในด้านการจัดการเรื่องการเปลี่ยนแปลงสภาพภูมิอากาศ รายงานนี้ ได้สรุปฟันธงว่า ไม่ว่าจะเป็นเหตุผลทั้งในด้านความมั่นคง ทางสิ่งแวดล้อม และทางเศรษฐกิจ การจัดสรรงบประมาณและทรัพยากรในด้านกลาโหมให้กับงบประมาณในการจัดการด้านการเปลี่ยนแปลงสภาพภูมิอากาศมากขึ้น เป็นเรื่องที่สมเหตุสมผลสำหรับสหรัฐอเมริกา รายละเอียดของรายงานดาวน์โหลดได้ที่  www.fpif.org/files/2521/mil%20v%20climate%202010.pdf
