The Fossil Gas Supply Chain: Climate Solution's Most Urgent Question
LNG was sold as the bridge to clean energy. At every stage of its supply chain, it leaks the world's second most potent greenhouse gas.
The Bridge Fuel Myth
The joint US-Israeli assault on Iran on 28 February sent an immediate shock through global energy markets, as Iran retaliated by closing the Strait of Hormuz — the passage for 20% of the world's oil and over 21% of its LNG.
The impact reached Thai electricity bills immediately: LNG has been one of Thailand's core power-generation fuels since it began importing the fuel in 2011 to meet rising energy demand.
LNG — liquefied natural gas — is colourless and odourless. If it leaks, it evaporates and rises into the atmosphere quickly, leaving no residue in water or soil. That property is part of why it's widely believed to be cleaner and more stable than oil — and positioned as the "bridge fuel" carrying the world from high-emission coal to clean, renewable energy.
But "cleaner" and "bridge fuel" may just be a story. At every stage of LNG production, a gas that is itself a powerful driver of global warming leaks out continuously. That gas is methane.
Meet Methane
Methane, or CH₄, is the main component of natural gas — what we call "fossil gas." It's a greenhouse gas that warms the planet just as carbon dioxide does, only far more aggressively.
Carbon dioxide lingers in the atmosphere longer, but over its first 20 years, methane traps roughly 84 times more heat than CO₂. That means while CO₂ remains the single largest overall driver of climate change, methane packs a far greater punch during its shorter atmospheric life — an estimated 30% of global warming since the industrial revolution is attributed to methane directly.
Where It Leaks
Methane comes from both natural and human sources. In nature, it forms when organic matter decomposes without oxygen — as in permafrost, which has locked away carbon from plant and animal remains for hundreds of thousands of years. As the planet warms, that permafrost is thawing, releasing both CO₂ and methane.
But human activity accounts for more — 60% of all atmospheric methane. Most comes from agriculture and livestock (cattle release methane through digestion and manure), landfill waste decomposition, and the energy sector. The International Energy Agency (IEA) ranks the fossil energy sector as the second-largest methane emitter, after agriculture.
A Chain With No Safe Point
Across the entire chain — extraction, liquefaction, shipping, storage and regasification, and final distribution to consumers — methane leaks at every stage, most heavily during extraction and liquefaction. Some of it leaks unintentionally, from rusted or faulty equipment, even loose screws. Some is deliberate: flaring excess gas to prevent dangerous buildup, and venting it directly into the atmosphere. Both release methane by design.
What the Satellites Saw
UNEP analysed data from 30 satellites over a rotating six-month window and identified 50 of the world's largest methane-emitting sites — including one in Thailand. The sectors responsible: oil and gas production, coal, and waste management.
Beyond Methane — the Permian Basin
Gas and oil extraction creates other pollution too. In the Permian Basin of West Texas, a major US oil and gas region that relies heavily on fracking — drilling deep underground and injecting high-pressure water mixed with chemicals to fracture rock and release oil and gas — reports document water sources contaminated with benzene, chloride, sulphate, and salt, directly affecting local ranchers. That's before counting the forests converted into industrial zones to house this infrastructure.
The 1.5°C Math
In 2015, COP21 produced a historic agreement — the Paris Agreement — setting a target to limit global average temperature rise to 1.5°C above pre-industrial levels. Significant methane cuts were flagged as essential to reaching it.
2050 The IEA estimates that without dedicated methane action — even alongside falling fossil fuel use — average global surface temperature could still exceed 1.6°C by 2050.
The good news: the IEA says oil and gas companies could cut over 75% of their methane emissions using low-cost methods — inspecting and repairing leaks across the production chain. The technology already exists and is ready to deploy.
The Terminal Building Boom
Reaching Net Zero requires a significant cut in fossil fuel use — and after 2023, no new traditional oil and gas projects built for long-term use should have been approved at all. Reality has moved in the opposite direction.
If every planned export terminal gets built, they would emit more than 10 gigatonnes of CO₂-equivalent by 2030 — roughly equal to the entire world's coal-fired power plant emissions combined.
War as Accelerant
2021 What's driving this expansion? War and geopolitical competition are the clearest answer. After Russia's 2022 invasion of Ukraine, Europe — previously about 40% dependent on piped Russian gas — turned elsewhere. The US became its primary supplier, shipped as LNG: by 2025, roughly 57% of Europe's LNG imports came from the US, a fourfold increase since 2021.
That surging demand drove a wave of new export terminal construction along the US Gulf Coast — and deep alarm in the communities living beside it, over pollution and the loss of livelihoods built on fishing.
และแนวชายฝั่งถูกกัดเซาะ" "...you'll see the sea level rise here...and the shoreline erosion."
"สิ่งที่เรารับไม่ได้คือการปล่อยให้พวกเขาพรากทุกอย่างไปจากเรา" "What we cannot live with is letting them take everything we have."
Except the Demand Isn't There
Multiple reports warn this expansion risks building far more capacity than the world will actually use — and because gas infrastructure runs for decades and can't easily be repurposed, it has to keep running to pay for itself. That deepens what's known as gas lock-in.
The evidence points the same direction: in 2023, gas demand across OECD Europe hit its lowest point since 1995, with 75% of the decline coming from the power sector. Japan, the world's largest LNG importer, is seeing falling demand too — driven by rising renewables and the (contested) restart of nuclear reactors — leaving it reselling surplus LNG to other Asian buyers. South Korea's demand is falling as well.
The IEA's own assessment: existing export capacity is already sufficient to meet both current and future demand under a 1.5°C-aligned pathway. Every additional terminal pushes the Paris goal further out of reach — especially once methane leakage across the production chain is counted.
Who's Behind the Money
2021-2023 Who's behind this expansion? Reclaim Finance reports that 400 banks worldwide poured over $213 billion into gas expansion projects between 2021 and 2023.
ASEAN's Methane Math
Economic growth, industrial demand, urbanisation, and rising incomes are pushing Southeast Asia's energy demand toward nearly triple its current level by 2050 — most of it oil, gas, and coal.
In 2023, ASEAN emitted an estimated 320,000 tonnes of methane, equivalent to 9 million tonnes of CO₂. The largest emitters, in order: Indonesia, Malaysia, and Thailand. Energy-sector methane from these three countries alone accounts for nearly 90% of the region's total, most of it from offshore activity.
In 2021, the Global Methane Pledge saw 159 countries commit to cutting methane emissions by at least 30% by 2030. In ASEAN, Thailand, Myanmar, Laos, and Brunei did not join. Thailand has nonetheless set methane reduction targets in its own Nationally Determined Contributions (NDCs).
ASEAN Center for Energy The ASEAN Center for Energy identifies the region's core challenges: regulation that hasn't kept pace, low awareness, and difficulty coordinating across sectors. Its proposed four-point roadmap:
Expand methane leak monitoring using existing technology — infrared cameras, sensors, drones, satellites.
Build a standardised, transparent regional emissions reporting system.
Create incentive structures for gas and oil producers to cut methane.
Prioritise cost-effective fixes: leak detection and repair (LDAR), vapour recovery units (VRU), and reduced flaring.
The Emergency Brake
Methane is a greenhouse gas that hits harder than carbon dioxide during its short atmospheric life. That means every tonne of methane cut improves the odds of holding global warming under 1.5°C.
Path One — Fix at the Tap
ลดการรั่วไหลของมีเทนในโครงสร้างก๊าซที่มีอยู่แล้วทันที ด้วยเทคโนโลยีที่พร้อมใช้งาน — LDAR, VRU, ลด flaringCut leaks in existing gas infrastructure immediately, using technology that already exists — LDAR, VRU, reduced flaring.
Path Two — Fix at the Root
Stop building new gas infrastructure — not just sealing leaks, but shrinking the number of pipes that can leak in the first place.
Methane cuts are widely seen as climate policy's "quick win" — a faster way to slow warming than almost anything else available. But if this is the emergency brake, it only works if we also take our foot off the accelerator: if we stop expanding gas production at the same time.
