Net Zero Thailand and LNG: At the Crossroads of Net Zero
A war 6,000 kilometres away just raised your electricity bill. It's also exposing whether Thailand's climate targets are actually within reach.
The Bill Arrives
The war in the Middle East has hit Thai electricity bills hard. Strikes on energy infrastructure — particularly Qatar's gas facilities, one of Thailand's largest LNG suppliers — combined with the closure of the Strait of Hormuz, the route for 20% of the world's energy trade, tightened global LNG supply and pushed energy costs higher still.
Thailand's latest FT tariff adjustment — the variable charge that moves with fuel costs — rose for May through August 2026. Use the same amount of electricity, and you'll still pay more this quarter.
This crisis is telling us something: depending on imported fossil fuel during a period of hot geopolitical conflict is not so different from walking a tightrope. And that's before counting what LNG itself costs the climate. As one of Thailand's core power-generation fuels, it emits greenhouse gases throughout its production chain. Staying heavily dependent on it may mean Thailand cannot hit its Net Zero target on schedule.
This crisis marks an intersection — a moment that shows we're standing at a critical energy crossroads: push forward with LNG dependence for power generation, or start stepping away from it.
How Thailand Got Hooked
Thailand's power generation once ran mainly on coal and oil. The 1970s global oil crisis — the "Oil Shock" — pushed the country to reduce that dependence, leading to the discovery of natural gas in the Gulf of Thailand in 1973 and its commercial use for power generation by the early 1980s. From there, natural gas — what we should really call "fossil gas" — rapidly became central to Thai electricity. Today, 62% of fossil gas demand comes from the power sector, followed by petrochemicals and industry at roughly 18% each.
The Gulf of Thailand has been the country's main gas source for decades, but economic growth and rising domestic demand pushed Thailand to start importing gas from Myanmar via pipeline in 2000, then LNG by ship for the first time in 2011 — as Gulf of Thailand production, and Myanmar imports alike, continued to decline.
Thailand was the first country in Southeast Asia to import LNG. It now operates two receiving terminals at Map Ta Phut with combined capacity of 19 million tonnes a year; a third is under construction.
By 2024, fossil gas accounted for 58% of the fuel mix powering Thailand's grid. Break down the three gas sources Thailand relies on — Gulf of Thailand, Myanmar, and LNG — and imported LNG alone makes up more than 35% of total gas supply.
Energy Business Department data shows that between 2011 and 2024, Qatar was Thailand's largest LNG supplier by far, with a cumulative 42.69% share of all imports over those 13 years — followed by Malaysia, Australia, Nigeria, and the United States.
The Ras Laffan Strike
Thailand's heavy LNG dependence explains why a Middle East crisis — a closed strait, a bombed gas facility — can hit Thai electricity bills this hard.
2569 After the US and Israel struck Iran on 28 February 2026, Iran retaliated against US bases in Gulf allied states, and the strikes extended to energy infrastructure. The hardest-hit site: Qatar's Ras Laffan Industrial City, struck by Iranian missiles in mid-March 2026.
Ras Laffan is one of the world's most critical energy hubs — the largest LNG processing and export centre, taking gas from the offshore North Field and converting it into LNG bound for Asia and Europe. Roughly 20% of the world's LNG passes through here.
17% The damaged unit was the Gas-to-Liquids (GTL) facility, where fire destroyed the Air Separation Units (ASU) — expensive, Italian-made equipment that takes 3-4 years to rebuild. QatarEnergy's CEO stated the strike cut Qatar's LNG export capacity by 17%.
The IEA reports over 80 energy facilities damaged across the Gulf region from this war, with repairs potentially taking up to two years to restore full capacity. That means even once the Strait of Hormuz reopens to free passage, global LNG market tightness won't disappear overnight — price volatility isn't going away easily.
Locked In by Design
Given this risk, stepping away from LNG dependence won't be easy — Thailand's own energy plans remain tied to it for the long haul. Over the past 40 years of heavy gas dependence, Thailand has signed a long list of long-term power purchase agreements (PPAs) with gas-fired producers, typically running 10 to 25 years. By 2024, about 60% of all installed generation capacity was gas-fired power locked into these long-term contracts.
The draft of Thailand's new Power Development Plan (PDP2026, covering 2026–2050) reflects this exact contradiction. Even as the government announces a push toward Net Zero and a significant long-term increase in clean energy, the Energy Policy and Planning Office (EPPO) itself acknowledges Thailand cannot fully quit fossil fuels within the next 10 to 20 years, and a 100% renewable transition isn't feasible in the near term. Add new pressure from data centres, AI, and EVs pushing electricity demand sharply upward, and extending the life of gas plants to protect grid reliability remains firmly on the table.
That leaves Thailand at a critical measuring point: can "electricity security" and "decarbonisation" actually be balanced, under mounting pressure from the digital economy and tightening Net Zero deadlines?
2565The Lesson From 2022
The Iran war isn't the first time global LNG prices have spiked Thai bills. A similar shock hit in 2022, when Russia invaded Ukraine. Data from JustPow shows Thailand's electricity tariff for May–August 2022 jumped to 4.03 baht/unit — crossing 4 baht for the first time in 14 years — before climbing further to 4.72 baht/unit that September.
Thai power pricing runs on a Pool Gas system: gas from the Gulf of Thailand, Myanmar, and imported LNG is blended and averaged into a single reference price. Imported LNG typically costs about twice as much as domestic sources. The higher global LNG prices climb, the higher that blended cost — and the electricity bill — climbs with it. The more Thailand relies on external resources to generate power, the more the money leaving Thai wallets for electricity gets determined by situations entirely outside the country's control.
The Net Zero Math Doesn't Add Up
Why does gas still get championed, even with prices this volatile? Part of it comes from the belief that gas is cleaner than coal. But the fact is that throughout LNG production, from wellhead to delivery, methane leaks continuously — a gas that traps roughly 84 times more heat than CO₂ over 20 years.
A report from CASE for Southeast Asia finds Thailand currently emits 51.8 million tonnes of CO₂ from gas-fired power generation alone. At COP28 in 2023, the world pledged to transition away from fossil fuels fairly, in an orderly and equitable way, to reach Net Zero by 2050 — and Thailand adjusted its own targets to match.
เดือนกันยายน 2568 รัฐบาลนายกฯ อนุทิน ชาญวีรกูล ประกาศเลื่อนเป้าหมาย Net Zero ของไทยให้เร็วขึ้น 15 ปี มาอยู่ที่ปี 2050 แต่การที่ไทยยังพึ่งพาก๊าซในระดับสูง ถูกวิจารณ์ว่าอาจทำให้บรรลุเป้าหมายนี้ยากขึ้น รายงานหลายฉบับชี้ว่าสัดส่วนการใช้ก๊าซควรลดลงมาต่ำกว่า 20% เพื่อให้ไทยบรรลุ Net Zero ได้จริงภายในปี 2050 In September 2025, PM Anutin Charnvirakul's government announced moving Thailand's Net Zero target 15 years earlier, to 2050. But continued high dependence on gas is criticised as making that goal harder to reach. Multiple reports suggest gas's share needs to fall below 20% for Thailand to actually hit Net Zero by 2050.
But CASE's own report found some stakeholders arguing that continued high gas use isn't necessarily incompatible with climate goals — provided gas stays cheap, hydrogen and carbon capture technology becomes genuinely viable and cost-effective, and domestic gas supply grows by resolving the overlapping claims dispute with Cambodia. Every single one of those conditions remains uncertain.
Three Risks Ahead
If Thailand stays heavily dependent on LNG for power generation, CASE for Southeast Asia's assessment points to three risks over the medium and long term.
Carbon lock-in — long-term power and gas contracts reduce risk for producers, but shift more of the burden onto consumers, especially as global turmoil can send LNG prices spiking at any time. New infrastructure built to run for decades will keep Thailand tied to LNG well into the future.
100%Dependence on expensive, uncertain carbon-reduction technology — the closer gas demand stays to the 2050 deadline, the more Thailand needs carbon capture technology that remains costly and less than 100% effective.
Slower renewable energy development, even as demand for clean power keeps rising.
Five Ways Off the Tightrope
So what can Thailand do to soften this risk? Five proposals point toward a different path.
Diversify gas sources in the short and medium term, and build a contract portfolio that mixes long-term, short-term, and spot contracts — softening both economic risk and carbon lock-in.
Reduce new gas power plant construction and expand renewable capacity instead, to build flexibility into the power system.
Build a new energy security framework grounded in renewables — expanding solar and wind alongside retrofitting existing infrastructure, investment incentives, smart grid technology, and electricity market reform.
Plan the power system as an integrated whole, paired with digital technology.
Build a just energy transition plan with every stakeholder at the table.
What "Just" Actually Means
คำว่า "เป็นธรรม" อาจฟังดูเป็นนามธรรม แต่เข้าใจง่ายขึ้นหากมองถึงผลกระทบต่อมนุษย์ — ตั้งแต่ระดับบุคคล ครอบครัว ชุมชนที่อยู่ใกล้โรงก๊าซหรือสถานีรับก๊าซ ทั้งมิติสุขภาพและความปลอดภัย ไปจนถึงแรงงาน และผลกระทบต่อสิ่งแวดล้อมและความหลากหลายทางชีวภาพ ไม่ว่าไทยจะเดินหน้าใช้ก๊าซต่อหรือถอยห่างสู่พลังงานหมุนเวียน "Just" can sound abstract — until you picture the human impact: individuals, families, and communities living near gas plants or receiving terminals, facing health and safety risks; workers; and the environment and biodiversity affected either by continuing gas use or shifting toward renewables.
Plans to build gas or oil infrastructure, including power plants, have consistently raised concern among nearby communities — over health, safety, and impacts on their livelihoods. Their voices belong in the energy planning equation. A comprehensive gas transition plan should set clear targets for reducing gas use across both power generation and industry, paired with strategies to soften the economic and labour impact of that transition — alongside a fair restructuring of gas and electricity pricing for the consumers who remain dependent on gas power during the shift.
The Region Is Already Moving
At the same time, the energy crisis triggered by the Iran war is visibly pushing several countries toward renewables.
Vingroup has reportedly notified the government it will cancel plans for the country's largest LNG power plant, pivoting to renewable projects instead.
The government is delaying approval of an LNG receiving terminal to reassess its cost-effectiveness.
People are rushing to buy solar panels, heat pumps, and EVs as the war threatens to keep oil and gas prices elevated.
All of it reflects the same pressure: this war is forcing governments, companies, and the public in country after country to accept that gas is no longer a stable energy choice — arriving at the same crossroads where Thailand now stands, forced to weigh the true cost of stepping away from fossil gas.
A Choice, Not a Binary
Global volatility hitting LNG prices, alongside tightening climate targets both in Thailand and worldwide, is what has brought the country to this crossroads.
Path One
Stay locked into fossil gas — a fuel that drives global warming — for the long haul.
Path Two
Build energy flexibility by turning further toward renewables.
This isn't a choice between keeping the gas on or turning the lights off. This is a crossroads Thailand can choose its way through — in defining what "energy security" actually means for its own future.
